It's doable. Got over $6600 off my 1LT 7SPD MSRP $54590 with GMS + GM card.

It is up to the dealer to choose to do it but GM has to be offering it on the car in the first place. I got it on my 2010 Camaro but they didn't offer it on my wife's Sky Redline due to demand for the car

I went through this hassle as many dealers don't want to waste an allocation on someone who is paying GMS when they can retails sell at MSRP. The key is to find a dealer who accepts it, has allocation and is willing to give it to you. After a long look I found one but it was a big hassle and I had to go outside my state which is even bigger hassle for the customer.

You can reap a discount through TrueCar.com, USAA buying service (if you're a member of USAA), and others, but beware. You WILL get responses from some dealerships that not only don't have C7's in stock, but may not even sell them at all. I wasted a day traveling to a dealership to find this out, many dealers just send out "canned emails" to these discount internet requests. And more times that not, the dealers that do respond to these discount website offers (and are able to purchase of C7's), may have to order them for you.
