Adding heads, would swapping out cam be beneficial?

Considering the following, would swapping out my cam (227/235 .614/.623 114+4) be beneficial with aftermarket heads?

* interested in torque, don’t care about top end speed
* weekend car, no track
* surging at low rpms is not a deal breaker
* not sure which heads I am going with, but my budget, including install, should be around 4 – 5 K

Keep my cam or would swapping it make more power with heads?

For only $400 extra I think it would be worth it. It's pretty much no extra parts or labor. I would get a custom cam for your set up and heads though.
