They will plug into your OBD port.

You were all correct. I had to take the key down they did indeed need to plug into the obd port.

Must be the way your county does it, in Luzerne Co in eastern PA they don't plug in.

Typically it is Federally mandated. Counties with a certain number of cars must do emission testing to receive federal funding.
Example: Dallas/Ft Worth metroplex meets that requirement. Therefore Dallas and Tarrant County and all "adjoining" counties must do emission testing.
