No. The videos and the FAQ sections plainly state that after the 1st year, the Smart Start system cost $29.99 a year. It is not for theft recovery.

In doing some more reseach on this, in the Support tab http://www.viper.com/smartstart/Support.aspx they indicate in the section "New Application Features Coming Soon!":

"Push notification; adds security system triggered messaging (when installed with compatible security/remote start systems), confirmation of message receipt by SmartStart system, and more."

I've emailed them to better understand the Alert function and its requirements.

The problem with remote start on manual trannys is most places won't even touch it. Too much of a reliablity for them. Still trying to find a place to do it for me.

On-Star needs to do something like this. Now I'd pay for that service.

You shouldn't need the viper if you don't want it. You can use a DBALL2 instead for 25$
Wont have all the fancy alarm crap but it will connect your smart start to the car. Use a prebuilt dball T harness and its plug and play.
I already did my jeep like this and the Camaro is next.

I have the Clifford version of this on my 2015 2ss 1LE manual. It's definitely a sequence you have to follow to get it to start or it doesn't work. It's kind of a lot of steps but it's cool to hear that exhaust from outside the care.

I am getting 3 yrs of basic on star for free. You can download the my Chevrolet app and it has the remote start lock and unlock features. Just hit your onstar button and ask for the three years of free service.
