Manhole covers have a locking mechanism that prevents them from coming up unless you have a "specialized" tool to unlatch them.

Some are even welded down to prevent theft.

I have never heard of a Hussein Bolt. Has he set any Olympic records? Lol. I know there is a Jamaican track star named Usain Bolt who is by many considered to be the fastest man alive. However, I do not believe any of these are feasible unless the experiment is skewed. Usain could probably outrun a tata nano or smart car (I think prii and insights have a slight advantage bc of the instantaneous torque of the electric engines) but he has no chance in hell if he's going up against a funny car or a car with awd such as a aventador. The only way to lose 10lbs in one race would be by sweating (or if for some reason a limb present at the start of the race is severed) and a 10lb fluid loss is detrimental to humans. Either outcome is less than favorable to the racer. And lastly the manhole cover would exert pressure on its outer ring and dissipate it out without being launched
