Extrusions on the lower front fascia?

I love the car except for the two extrusions on the lower front fascia below the grill. Do they have a purpose?

Breaking up the air-flow ahead of the bumper so that the air flowing into the lower grille is less turbulent and more laminar

Yep, definitely there for aero purposes.
Front of the 2013 Malibu and 2014 Impala have similar.

Agree... adds some downforce too. My other car has a variation... I also know someone who has tracked his consistently at high speeds and a splitter assists on keeping it grounded.

Wrong! They are for the new European law that goes into effect in a couple of years. Vehicles have to be designed to project a pedestrian up onto the hood of the vehicle. The US will surely follow suit. In order to be able to market a car for sale in Europe, this has to be done. The designers went ahead and designed the C7 with this in mind.

The hood is also spring loaded if a pedestrian lands on the hood. LOOK IT UP!

Well, I guess my other car's fangs won't just flip a pedestrian onto the hood... it might slice, dice and decapitate one at shin level.
