Windshield Wipers INOP

OK Camaro5, here's my deal. I took my car to a repair place because my AC wasn't working. They replaced my Evaporative Core, the dreaded Windshield removal/Dash pull. Got my car back, life goes on. Its been about 3 weeks. It finally rained. I went to use my wipers, and here's my issue.

Pulling down on the stick (1 time use)- Nothing happens. Up one click (Intermittent speed variable)- Nothing. Up 2 clicks (High Speed) they work. Pulling it in (Fluid Sprayer)- Works. So down, and up one click don't work.

I replaced the Wiper Fuse, and the Wiper Relay in the engine bay fuse box, nothing changed.

I could take it back to the place that took the dash apart, but honestly I don't want to. Its a long story, but I don't trust them with my car anymore. GGrr…

Is there a connector in the engine bay that connects to the back of the steering column or any other such place I should look for something that might have not been reconnected, or is loose? Any ideas are appreciated.
Thanks Camaro5.

Since you say the dash was taken out I would start by removing the plastic around the steering column. Find the cable from that and follow it as far as you can. My guess is that it got pinched somewhere and maybe one of the conductors is grounded or cut. It not likely a fuse, motor, or cable disconnected sine high speed and washer works. Good luck.

How much of the wiper functions are controlled by the BCM?

So, I have fixed my problem. After looking around with a flashlight for possible loose connections, or damaged wires, I went back to the fusebox for another look. And come to find out, there are 2 different relays for the wipers. With a mixture of hope and dread I checked the newly discovered relay, and viola.. the middle prong on it was missing. Popped in a new relay, and.. TaDa!! Wipers worked again. Easy, Cheap fix for my issue.
So lessons learned: There are 2 Relays governing wiper operation. Have a great day Camaro5.
