Cutting out the plastic window would defeat it's ability to prevent induction of hot air from the engine compartment.

Did you take your blower lid off yet and remove the noise dampening plate located on the inside of the lid with the 5 screws.. If not take the plate and screws off.. ps don't put screws back.. 80 something inch lbs for reassemble of lid..

This will give you some more whine.. I haven't seen anything yet improve that sucking sound at least like my twin turbo 5th gen had.. and some of the prochargers
