This is my recommendation:

and then just use a good quality washer painted black. (since I can't seem to find any coated black washers.)

Got them on Amazon, do a search on pro-bolt there, I got the actual bolts at my work, but pro-bolt has ones that fit right in as well

Nope. Aluminum will shear off easily. 10.9 is the hardness of the bolt/hardware. Grade 8 is usually the go-to for SAE stuff, 10.9 is for metric. 12.9 is harder yet.
