I looked up the mark up on 13 LT1 with stripes and 19 inch wheels, it was about $1200, dealer says it is about $820 and showed me the sheet, they are adding in the regional advertising about $420. which equals $1200, is this right? Does GM charge them $400 for each car?

I am not talking about the hold back.

Depends on the car. But there is only 1 factory invoice and it includes the regional advertising charge. Some dealers won't charge it, but most do.
There is not a lot of profit in New cars anymore for the dealer, they make way more money on used cars.
If it were me i would wait for Some incentives on the '13s.
