Neighbor of mine apparently never heard of Camaro5 (wtf?) much less HTCC (OMG?!)

Anywho, now he wants painted ZL1 rockers so hes trying to create an account to PM someone in the ad section, claims he registered and is 'blocked' from any activity somehow, also claims to have "emailed Admin".

I can see his user name if I try to send him a PM, but I get;

Is there something beyond activation? He is unable to make posts or contact seller.
