Glen the purpose of the letter is to establish that a demand has been made and all reasonable efforts to obtain a settlement. This will demonstrate to a judge in small claims court that he exhausted all possible efforts to settle the case amicably. As Richard suggested, he doesn't expect the manager to respond so this is additional proof in his court.
