As of this morning some orders have progressed back to 3300, this time it seems valid because I was in the first round and a Priority 1 order and I am now at 3300 there have been no TPWs assigned yet but I will assume we might start seeing 8/12 and 8/19 poping up shortly. As you stated it will more than likely depend on when they finish up the PE or start integrating production cars with those orders.
