Dealers are told the number of allocations for each vehicle line every two weeks but the ordering is done weekly. So if the dealer is told he can order 100 of a particular vehicle line he will not know how that 100 will be divided during the weekly ordering, which, by the way, is every Tuesday. Orders can be submitted round the clock most every day of the week (1100) but the actual matching an order against an allocation takes place on Tuesday (where an accepted order is 2000).

There are no "rules" to look to, only patterns. For example, if a dealer ordered four Corvettes during the 2012 model year, one each in November, January, April and May the pattern is their allocations in the current model year will come up sometime in the course of those specific months. And it works that way often enough to be a pattern but not 100% therefore is not a rule.

And in this situation the pattern is skewed because dealers who ordered three or fewer for 2012 did not get their allocations until November, even if they ordered all three in September 2011.
