Did not read the article but fully expect something like that for the 2016 model year. I can easily see a 15% improvement in fuel economy at a time when it will be most needed. The reduction in CID and HP would mean not needing brakes, wheels and tires capable of sustaining 200 mile per hour speeds. If a fixed roof is part of the package, that too would be a cost savings. So I can see the reasoning behind such a story but suspect it is based more on the reasoning of why it could be done than on any actual info that it will be done.
