Sorry but this is unacceptable. Do your best to keep the car out of moisture. If you bought the car new, speak to your dealer for corrective measures, as you have a warranty against corrosion (although limited). First, find out if its actually rust. A lot of the time these cars come out of the factory rough, with particles cast inside of painted parts. If its not rust, then you shouldn't worry as it won't get worse (it doesn't look nice but if its not rust no one will care).

Obviously you need to keep the car out of moisture. Every once in a while spray on detailing spray, or spray wax, or spread wax on the sills and under the doors. Rely on my personal testament; It helps greatly.
