Vin # Issue

According to Vin# breakdown, the last 6 numbers are the sequence # that the vehicle was built. However, the leftmost position is always a static number, in my case a '6'.
My '16 Z06 was built in July 2015 before Android Auto was available. I have copies of communications from Chevy about them making Android available. In Sept 2015 they published a list of cars where it would be available. In March 2016, they announce Android was available and it had to be installed by a dealer and that owners would be notified. I've never received a notification so I asked that it be update when I took it in last week for the airbag recall. At 1st the dealer says it is already installed but it does not show up in settings and the Projection Icon does not change when you connect your phone. They contacted Chevy support? and were pointed to a document - 16-NA-042. This identifies by VIN what vehicles it can be installed on. According to the document, any vehicle with a vin lower than 120027 will accept the new code. This would be vehicle 20,027 which would make sense. My last 6 are 600043 which is vehicle 00,043. However since they are including the static position, my VIN becomes higher than what is allowed.
Lot of detail but my question is: What is the leftmost position of the last 6 numbers used for and why would it change from a 6 to a 1 during the year.
I called Customer Care and was routed thru 4 other groups and finally got to Infotainment Support and they agree it should be on car but have no idea why it thinks it's already there or why it won't load. Dealer wants me to bring the Z06 back and let them work on it to 'see if they can figure it out' but already spent over 3 hrs doing this .
Anybody else out there that has had this loaded with a 6 on that position? Would you share your ViN # so I can show them it will load correctly?
