I wouldn't want this information emailed through a bunch of servers to an account that is under the control of a third party, so that part I actually agree with. Sending the PIN in snail mail eliminates another threat vector, too, which is good. All this does not excuse subpar customer service experience, though.

Hmmm, the letter was dated 4/3 but I’ll give it a few more days. It’s supposed to be active for 30 days so I should have plenty of time.
