Cut outs are still good. I wired those in to the dome light power. I thought the same thing about the bumper. Haha. Thanks for all your help. I'll let ya know in a few days how the install goes.

It was my fault why the tail light was cracked....dropped something on it. Not a warranty issue. Proving to be a costly screw up.

Well, I didn't check the fuses. But what I did was I turn on the hazards and checked the voltage at the connector and it fluctuated as the hazards flashed so I am assuming that the fuse is good.
