Throttle body butterfly position?

I was just inspecting my throttle body and noticed with the car off, the butterfly flap sits slightly opened by about 10- 15 degrees. You can push it closed but returns to slightly opened position....

Was going to pull and inspect the plugs, but decided re-flashing the ecm would be simpler.
Result: runs great off the line again!
